If you qualify, one application reduces your bills every month. Not knowing simply costs you.
Where reductions exist
- Electricity — KEPCO welfare discounts.
- City gas — your local gas company.
- Water — the local government.
- Telecoms — the three mobile carriers and MVNOs, for defined groups.
- TV licence fee — exemptions exist.
Who qualifies (broadly)
Basic livelihood recipients, the near-poor, people with disabilities, persons of national merit, families with several children, and households with a new birth are typical categories.
Eligibility and the size of the reduction differ by item and change often. Always check with each provider and your community centre.
Steps
- Ask at your community service centre whether you qualify for utility reductions. They can cover several items at once.
- Some can be applied for online on Gov24 or Bokjiro.
- You can also apply directly to each provider (KEPCO 123, gas company, telecom).
- Check next month's bill to confirm the reduction was applied.

Do foreigners qualify? Since criteria connect to things like benefit eligibility, it depends on your status and circumstances. Check your own case at the community centre.
Does it apply automatically without applying? Mostly you must apply. Without checking, you keep paying the full amount.
